Our Programs: Public Housing and the Section 8 Housing Choice Voucher Program

We have two basic programs: Public Housing and Section 8 Housing Choice Voucher.  These programs maintain separate waiting lists.

To apply for our programs, please come to our office at 650 West 100 North, Provo, Utah 84601.  We must have Social Security Cards, or readable copies of the cards, for each member of the household listed on the application.

  • Public Housing

The Provo City Housing Authority (PCHA) owns and manages 248 units of Public Housing of varying sizes at 26 different sites in the City of Provo.

108 of these units include two high-rise developments for senior citizens, 62 years or older.

The PCHA also owns 140 Public Housing units for families, in two, three, and four bedroom units.

Participants of Public Housing must qualify for occupancy based on income at or below 80% of the Area Median Income (AMI) for older developments and 50% of the Area Median Income for newer developments. Participants rent is based upon 30% of the participant's gross adjusted household income.

  • Housing Choice Vouchers

The primary goal of the Section 8 Housing Choice Voucher Program is to provide low-income families, elderly, and disabled individuals an opportunity to afford quality housing in the private rental market by assisting participants with their rent, emphasizing choice in housing options. The Housing Choice Voucher (HCV) provides monthly rental assistance payments to private landlords on behalf of low-income households who have been determined eligible by the Housing Authority.

Participants pay 30 percent of their gross adjusted income for rent, directly to their landlord. The Housing Authority pays the balance of the rent to the landlord. To participate in the HCV program, participants must apply to the Provo City Housing Authority waiting list. When a participant reaches the top of the waiting list they will be required to provide verification of Provo residency, household verifications, including but not limited to birth certificates for all members of the household, government issued photo identification for adult members of the household, third party income verifications, from all sources of income for the household, etc. After an orientation, participants must find an affordable, decent, safe, and sanitary rental unit within the Provo city limits.

Households earning less than 50% of the Area Median Income (AMI) will income-qualify for the HCV program.
